Its not uncommon...particularly for those people that dont lock their routers.friend of mine told me her neighbour had used her broadband after secretly noting her router password. she only found out by chance after getting a new router

You do but there are android apps that "allows you to recover your password if forgotten"That's how they get round the legal bit with a disclaimer that says don't be a naughty boy with it
It has a huge library of passwords that would be used from the factory settings if it hasn't been changed which nobody does or probably knows how to and checks them until it finds a good un then tells you what it is
