hmm odd indeed. See the three lines after the date and time to the left of the buttons. Click that is it under there?

Ah it was me! Just checked usergroup permissions and it seems i missed a couple which meant that the system was turned on for members but the button was not showing in threads. So helpfully it should be all sorted.
