Get alot of memory, that is a priority. Its the temporary storage / buffer between processing and permanent storage (hard drive). At least 6/8gb min, preferably 12/16gb. And if your budget can afford it get an SSD hard drive, its faaaar quicker than the old style. However big ssds are expensive. What you could do which will be cheaper is have two hard drives, a min of 128gb SSD with your windows on and then rip direct to this one. And a 2tb (or 1tb+) standard hard drive (try for 10,000rpm over 7,200rpm if poss). Once ripped to ssd, then transfer over to your (cheaper) main storage drive. Check specs for dvd rip software, if it recommends a graphics card, get a graphics card, even a half decent one is fine, rather than one built in to motherboard, if it doesn't say about a graphics card don't worry, a built-in one will be fine.
I don't rip dvds, but have been building my own computers for 20 years or so. Its easier than you think, choose all your gubbins and then choose your motherboard with the right connections / slots. If buying ready made, then its dead easy to add a hard drive, say if it only has, or doesn't have an ssd drive.
So to summarise you want min 6/8gb memory, pref. 12/16gb memory. Either a large ssd drive or else a 128gb plus ssd drive and a mahoosive standard hard drive. Any graphics card if required.
Ps. If you get a laptop, check the dvd drive speed as they can be slower than a desktops. Most desktops will be as fast as they can be, although worth a look as if one dvd drive reads at 52x and the other reads at 24x then the first one will obviously be more than twice as quick at reading and therefore ripping. Dvd drives are relatively cheap too, so probably your most economic upgrade if required.
