Cement

Get some cement off, apply with a sponge and leave it to work for five or ten minutes. The cement will turn white as the chemical penetrates it. Then wash off with plenty of water on your mop any residue could then be treated again or taken off with a scraper .

Another way is WD40 but it's not as good

 
If left too long it can sometimes damage the glass leaving what looks like rust on the glass. I would let custy know this before you start and also take a couple of phone pics before during and after job is finished so they dont try to blame you for making it worse..

I have had the same issue on builders cleans told site foreman and glazed units had to be replaced , I wouldn't touch them and tell them to get their neighbor round to sort it it out and pay for the potential damage .

I've never used it but someone I know has he reckons it removes Cement, if it removes Tar I suppose it does?

 
Got loads of houses with cement on I just leave it once did it glass scratched bad not worth it not my problem always tell them it's the builders u need to get them back in.
