Remove black streaks/tears

I wonder what you guys use to remove black/dark streaks from different surfaces. I was asked to clean this sign and it turned out great with only fairy, but it didn't remove the dark streaks. I tried ubik but no success. Here is a picture on the sign, you can't see the streaks on the picture.

Magic sponges have worked with black streaks on white pvc frames for me....

if it's a good paint job then perhaps some T-Cut

Magic sponge soaked in neat Ubik seems to remove almost anything

I have seen this type of streaks often, weird that they haven't got a solution for it. I'll try a magic sponge soaked in water next time.
