Advice on labour rate setting for public contracts

This is my first posting on here, looks a great site, thanks

I'd like some advice on public tendering, despite being in business for 20 years I've never bothered to take this path, until now.

As part of our expansion plans it's a route that we are actively pursuing but, after a couple of minor attempts a few years ago I have no real idea what hourly labour rates to set.

In my two,previous attempts we've always been too expensive, our general cost base ranges from £20-25 per man but this has always been vastly over ambitious dealing with public bodies.

I do know one large company charges £16 per man, which is quite a bit under our costs.

If anyone here has experience in this field I'd love to get some feedback.

In addition, I'm totally inexperienced in completing the tender details, is their any links where template answers to tenders can be found which will give me some pointers.
