I recently received the sediment and carbon filters and housing from a RO system can these 2 alone bring my TDS down or do they have to be part of a full system?

No they wont bring tds down.

You'll need r.o membranes to lower the tds, then resin (d.i) to get the water to 000tds

The filters you have are pre filters, they go before the membranes as protections.

Tends to go :

Pre filters - membranes - resin = 000tds
