Just about says it all :rofl:
its always foolish to leave a ladder unattended
but i see nothing wrong with its placement . you need to be laddering regularly , i.e. several hours on ladder every day , with a healthy dose of 3 storey window cleaning to understand what is ok and what is not. any doubts,dont do it is the golden rule

if its windy id not do that , it must be a calm day or reschedule the job ,no ifs or buts

i took a lot of my cues from the biggest firm in my area who do 3 storey window cleaning as routine. long established ,i knew that if they did it ,it was ok. they set the standard

Nothing wrong putting ladders on steps

They are flat and solid

I just wouldn't put it on the gutter without microlite
