Just my opinion but he sounds like he just wants to pay as low as possible and make you be ready to clean when suits him adhoc window cleaning should carry a premium.
It took you just over 2 hours out your day for £30 when he should of been paying closer to £70-£80.
Don't let this guy play you bare in mind most letting companies only get windows and carpets cleaned when tenants move so I would be surprised if it was as regular as he is telling you and he will more than likely be billing the tenants from there deposit.
