On a main high street, I don't think it is, it's an empty bucket

Unless it was clamped to the scaffolding?

would a ladder stop be less obvious especially a darker one?

Also looks like it was there for access only & as such not practical to use a ladder stop as it is only being used for a short term duration?

No expert on H&S but you gotta get up onto the scaffolding somehow!

 
Because there was no one to foot so if it slips it could injure people??
why would it slip?lol its set at the correct angle, do you have someone to foot every climb you make? just completely unnecessary for that situation imo

 
I just presumed from all the ranting n raving that it must have a ladder stop.

If I was cleaning a normal window on a ladder, i wouldn't be on there much longer than I would to get up into the scaffolding.

Plus when you get off the top of the ladder there is a much greater risk if slip than if your cleaning a window as the weight is shifting a lot more

 
Might be to discourage kids from deciding to climb it. I don't know if that would really help, but then again, I don't really think a warning cone, has ever prevented someone, walking into a ladder. At the end of day, I think its more to safe guard against the claims culture. Personally, if you walk straight into a ladder, its your fault, you clearly couldn't have been paying attention.

I remember while working in a shop, I was refitting an isle, and had the shelves lying against a pillar. Some kid was racing up and down the isles, and of course, had to happen, ran right into the shelves and hurt himself. Then the mother was on at me, going on like it was our fault, and the selves should be moved. I point blank told her no, the child was not watching were he was going, and was bound to run into something. The shelf were properly stacked, and didn't knock over even with the kid running into them full force. Quite often bulk stock is piled up there, which is not different to the shelves. Its unfortunate it happened, but its not our fault, you should tell him to stop running around in a busy store. She was not happy, but hey ho.

i havent seen anyone on here say a ladder stopper is needed in public places.

surely you would be on a ladder longer when cleaning a window then just climbing up onto scaffold?

if the ladder is set up properly and extended above the dismount point there shouldnt be any slip when climbing off the ladder either

 
I never said because its public property that it needs a stoper I merely meant it more of a danger, its not supported at the top and is rested 2" off the top of the ladder.
