Possibly a scraper? Hard scrubbing as well if not

You can buy specialised 'expanding foam cleaner', usually from anywhere that sells expanding foam.

We use it in carpet fitting for cleaning up just about anything, and particularly miss fires from spray adhesives. There are cheaper ones than this, but its kind of an industry standard, and very good. It should litteraly eat the foam, but make sure you test it out on an inconspicuous area first. A bottle will probably last a lifetime.
