Can I do this with just hypo

    Will clean the blocks but won't shift the moss between joints

    Would take a eternity
    Much easier with a pressure washer

    Will kill moss but def need powerwasher

    Would there be issues with the hypo on the Tarmac when rinsing of?

    No Provided you rinse it and dilute it properly. Don't leave a big puddle sitting in the middle of the tarmac. Use a broom or a blower to move it into the drain or onto grass or flower bed. It wont hurt the garden once diluted down to less than 0.1% but can still cause problems on tarmac.
