Phil quoted £90 yesterday on a block of seafront flats and was told their current, unreliable, poor quality and non communicative, window cleaner only charged £35, 9 x 3 bed flats which require a 35' pole. They'll probably stay with him and continue to complain.

Probably looking for a cheaper price than £35.
Often customers try to get our attention and interest by complaining to us about the poor service they are getting, when they are looking for a cheaper price.
