It would all depend on:

1. the health and safety laws in Japan,

2. the flooring,

3. my current equipment and financial maneuverability for more/different equipment,

4. the flooring and space available around me at the job.

But just looking at it and using a rough guess at above conditions, and it being 27foot tall piece of glass and the fact you wouldn't want to leave any marks and get THE best finish I'd probably use traditional, and either use ladders or an easily movable scaffold.

If speed was needed I guess you could use a telescopic pole for traditional equipment but above 20ft and you lose pressure and and scratches in your blade or imperfections in the glass would leave it awful imo.
