black water stain removal on fascias

anyone any idea what removes the black run lines on fascias they just seem to be inbeded in the pvc tried scrubbing and scrubbing but no joy cheers

yeah iv heard about these magic sponges but aint tried yet is there a particular one make wise mate and what cream cleaner is best to use
