I have yet to use S/H but due to do one shortly on block paving. What dilution rate is recommended in general. I have S/H 14/15% any advice greatly appreciated

Yes generally I aim for 7-8% for most block paving and patios etc. However if a patio is covered in the black spots I may spray it on at the full 15%.
For decking around 2-3% is all you need generally if it is stained with moss and algae. Wet the decking first to reduce the risk of light and dark patches where the wood has absorbed more or less hypo
Just a note: I am very impatient so you should be able to get away with less but especially in the summer it is a good idea to have it work before it starts really drying on the surface.
