Yeah a good scrub should do, let it sit in soapy water for a bit too beforehand and it should help.

Sounds about right, keep a little kitchen scourer in your pouch maybe which'll help, not a brillo for that though.
 
Lol - dude - have you ever actually tried using acetone? As someone else said it is poundshop cheap. I suggest you give it a go before you knock it! It is a strong solvent and will clean pretty much anything. Just don't breathe it in. Try it and you'll realise it isn't something you 'dont need' it's something that's going to give you a better result with less elbow grease!

 
Seriously if you want to clean sills use either acetone or cif or the pound shop clone of cif. Use a combo of both and get UPVC back to whiter than white.
