Not used the Pulex swivel, but I've got/used an Unger swivel which is similar to the Pulex.
The Wagtails swiveling motion is far superior.
If you look at the Pulex/Unger (etc) swivel handles, you will see that the pivoting point is on the flat part of the handle which makes it hard to do the fanning action.
While on the Wagtail, the pivoting point is on the angled part of the handle making the fanning action so much smoother, you just turn your wrist to turn the blade.
