How would you go about cleaning this tower system or roof ladder and harness

Cherry picker. And if they dont want to pay leave it. 

Try a strop over the top rung of roof ladder and then hook in with rope grab and petzl grillon. Make sure you use rated equipment and you use correct anchor knots. This case a simple figure of eight on a bight. Or a set of working lines over the roof to a secure double anchor and onto harness with ascender/descender and fall arrest back up. I use petzl iD for this stuff. Great piece of kit.
