Impossible to tell from that pic, But they usually come set up to already just to connect to a water supply and produce pure from the off almost, You may need to flush the ro for up to 45 minutes. Also what is your tap tds and when you say just set up,  do you mean literally

If you never flushed your R/O then yes your resin will have been exhausted by now. Without flushing the rejection rate would be around 50% before dropping so it will have exhausted your resin.

The white hose going into the DI Vessel disconnect that and see what reading is going through the resin. If that membrane has not been set up right you will have high ppm which will be the problem.
