Moerman scraper

I just brought the moerman scraper and have watched how to assemble it properly but I can't seem to move to safety cover up and down easily unless I take the turning screw almost completely out, surely it must be easier than that? Anyone else had similar issues with it? 

 
I dont use moerman scrapers but if it's not workin properly send it back and get an unger adjustable scraper  (very solid scraper)or the new Sorbo scraper (there nice) but be careful for some reason I get more niks on my hand with it.
