How to use this kind of outside tap

Never seen a tap like this before, any ideas? The silver cap on top won't come off by hand, unless I have to pry it open. But wanted to see here first

Pull the top up. It's an American plunger tap

The customer has only just moved in and doesn't know how to use it himself. 

Just need to know if I need anything with me when I'm there doing the work, once the top is up will I need some sort of valve?

If it needs holding up just pull it up and put some mole grips on the shaft to stop it going down again
