Commercial white vinegar with warm water in a garden sprayer

Allow to soak and scrub rinse with pure water wfp

Avoid the hottest part of the day though as solar reflection will burn you

Do it first thing when hopefully there might be a bit of dew to soften it , pigeon poo isn’t normally to bad to remove , seagull is by far the worst .  I agree with part timer about the angle don’t extend the top section of the pole this will make it much stiffer , a bit of virisol or similar will help remove it if no hot water but bear in mind nothing but pure should be used on the panels according to the manufacturer but if out of warranty then go for it , rinse well and it will be fine
