This might seem harsh but as the employer he has the right to send them out in any weather as long as they are contracted to do so. If they decline to work they they would be liable to face disciplinary action.
Also he should be paying them regardless of what gets cleaned at what doesnt, weather delays are customer cancellations are not the employees problem. All the employee has to do is go out and do his job.

Of course he can, in what weather circumstances would he not be able to make them work?

If they are employees for window cleaning they would be expected to work in rain, snow, ice, wind or hurricane katrina.

If an employee claims it's not safe to work in, high winds or ice, and the boss tells them it is and they have to work, he then risks a prosecution and a very large fine if someone is then hurt working in the conditions. So in other words if someone claims to have slipped and hurt their back due to icy conditions there is a hypothetical risk of being sued and fined, god forbid if someone dies after falling off a ladder. This will also cause them to have massive future problems with insurance.
