did the client give any indication to the other contractors methods of work? 

Green sills are a nightmare at height. Do you have the scope to reach out of the property and access them with a stiff brush and hand sprayer to pretreat them or hot water wfp and stiff brush 

one of the residents said they used to be abseiled...

I'd have to gain access to all the properties and the windows probably don't open enough as a safety measure.

I think I'll price two men, two days plus cherry picker and hopefully do it in 1.  Scratch that, hopefully they won't want it done lol
