I use cones in public places and some of the larger properties where they have staff wandering around. I have even had a customer thank me for taking the trouble.

We know it is a pain and makes no difference but you know what the hse lot etc are like and that is what they expectThe precautions are to start at the furthest point and work back. This way you don't need to keep pulling hose. And the hose being 'safety yellow" in colour. If they notice the cones they would notice the hose. Placing cones could be increasing risk as there is more to trip over.

Totally agree with every point you've made, and from seeing your posts I know you do some serious commercial work so your H+S has to be on point, but you'll always get people who object and think they're doing enough but they will be the ones getting in **** situations. Pretty sure every insurance company now requires the insured business to take necessary precautions to avoid accidents so not bothering to put cones out because "there's no point" are asking for trouble.Cones are a warning sign you put them in the direction or flow the public are walking in.How many times have you fallen or tripped over a cone facing you?probably never the only people that trip over cones are window cleaners looking up in the air and walking backwards.
why do builders put cones around holes or a skip?you could argue that by putting cones out you could cause them to trip and fall in the hole but that wouldn't be the case.
why do the police put cones out if there has been an accident or car breaks down?
The fact is cones are a to warn of a hazard not to create one.
