How would you clean this?

How would you clean this window where the sign is? I could reach and wash it
but there's a heater and wiring below it so I'm not sure if it will be safe.

As @Part Timer said it should be ip65 rated so splash proof , speak to the owners , cannot see very well on the phone but just avoid it as much as possible

Again they're outside so having to withstand 60+mph winds, he'd have to be very heavy handed to knock them off.
