Yes the waste water tds will be higher than the tap water. The membrane is removing the minerals and the waste water is flushing them away.Right just checked my pure to waste it takes about 29 seconds to get 1l of pure and about 26 seconds for 2l of waste and should the waste tds be higher than the tap .tap 260 waste 345 . Your r/o is doing about what mine is doing, 2 liters of pure a minute. However, with that ratio of pure to waste your membranes should last longer than they have.
Out of interest I would try closing the waste a tad so you get 2 liters of waste to 2 liters of pure and see if it improves its efficiency. If it doesn't, I would remove the membrane, check the o rings and the brine seal and reassemble using a thin smear of silicone grease. If that doesn't help, then its probably the membrane.
If you are using ordinary carbon block prefilters then they have a service life of 2500 US Gals or about 10000 liters. That means they are only good for 3250 liters of pure at your current waste to pure ratio, ie 2 to 1.
