I use cones in public places and some of the larger properties where they have staff wandering around. I have even had a customer thank me for taking the trouble.

 
Health and safety dose not work on assumptions saying that the hose is bright yellow and joe public should be able to see it just won't be good enough in an accident.

if your hose crosses a public path or road then you have created a risk you have to take measures to avoid, eliminate or notify the public of that risk.

If an accident was to occur your insurance is very, very unlikely to pay out and the person who is suing you will win if the accident is serious enough or a busy body or grass notifies H&S then they will crucify and fine you as well.

Not really werth it for the sake of a couple of £12 cones and 30 seconds of your time.

And don't bother with the folding wet floor signs like gardiners where selling they are pony and will blow over straight away the only thing they are meant for is mrs mop cleaning floors inside.

 
The precautions are to start at the furthest point and work back. This way you don't need to keep pulling hose. And the hose being 'safety yellow" in colour. If they notice the cones they would notice the hose. Placing cones could be increasing risk as there is more to trip over.

We know it is a pain and makes no difference but you know what the hse lot etc are like and that is what they expect

You can show you have done everything in your power to draw attention to a hazard you have created which then will cover you in the eyes of insurance and the courts

Worth doing just for that

 
Cones are a warning sign you put them in the direction or flow the public are walking in.

How many times have you fallen or tripped over a cone facing you?probably never the only people that trip over cones are window cleaners looking up in the air and walking backwards.

why do builders put cones around holes or a skip?you could argue that by putting cones out you could cause them to trip and fall in the hole but that wouldn't be the case.

why do the police put cones out if there has been an accident or car breaks down?

Totally agree with every point you've made, and from seeing your posts I know you do some serious commercial work so your H+S has to be on point, but you'll always get people who object and think they're doing enough but they will be the ones getting in **** situations. Pretty sure every insurance company now requires the insured business to take necessary precautions to avoid accidents so not bothering to put cones out because "there's no point" are asking for trouble.
