Well it could if set up properly. My tap water is also around 400 (Thames water, one of the worst in the country) but as I change my pre filters every 3 months and my membranes roughly every 2 - 2half years, my water comes out at 10 before the d.i. It really is essential to change pre filters on a regular basis
