I've cleaned asbestos guttering a lot of times. I always soak them with a hose to make sure they are wet. Don't clean them dry as the dust will get disturbed and then breathed in.
Make sure all the muck in them is soaked, it will keep the dust down. Other than that it's the same as any other gutter and can be confused with cast iron guttering until you have a closer look.
As you look in them you will notice tiny fibres which shows you that it's asbestos. I wouldn't disturb them, break them or remove them. Tell the customer they are asbestos and I suspose you could charge more but if they are soaked there isn't any risk as far as I know.
