just a very basic free webs one, not bothered about search engines or generating work from the site, its just something extra for the customers to look at and to add a more professional look to business cards, stationary etc

Nearly all websites use cookies. The online cookie checker tools will detect if your site has them installed but won't check for third party cookies, which are what most cookies in fact are! It's safe to assume that if you have a website, it uses cookies one way or another.
Just a simple policy link in the footer of your website will suffice.
