Virosol is an excellent multi purpose cleaner and degreaser but my personal fave for oil stains is Screwfix No Nonsense Degreaser. Brilliant stuff and I've used for oil on block paving, stone, resin bound, porcelain etc.
Oil definitely does come out of block paving. Things to consider are how dirty was the oil i.e. was it fresh from a bottle or dirty old engine oil leak? How old is stain and how absorbed into surface is it?
But even old stains can be at least improved, if not removed completely.
Hot water also helps a great deal.

LTP is good for rust on sandstone

And I'd say generally speaking Zep and HG are reliable brands and produce pretty effective cleaners for most surfaces.
Screwfix and Toolstation sell Zep stuff and I've used quite a few of their range and they've always wored.
