cheap way of doing something is to buy some loft insulation, black bin bags, tape and a tarpalin.

wear a mask , tear off some bits of insulation just under the size of the black bags,
place the insulation in the black bag to make a pillow type thing,
    tape up the ends.
carry this out till you have enough to go round the tank.

tape the filled bags round the tank, but dont pull tight,
then cover the tank with the tarpalin to make it water tight,

Did something similar last year. Looked a right state! And still froze. Was planning to just put fence panels round with an mdf lid, and insulate insides, but the rate it's going it'll be nearly as cheap to buy a 6x6 shed, or at least from the prospect of the aesthetics it will!

Oh right, being outside there isn't much you can do really

Mdf isn't a good idea as when it gets wet it swells up.
