sometimes a neighbours house water supply is T"d off next door , bypassing the meter. this happened sometimes if the houses are oldish. i once lived in such a house ,

the next door neighbour Clive was a real sh/t. i discovered by chance that if i ran the tap in my house it reduced his water flow. if i knew he was in the shower i used to cut off his cold supply by opening all our taps , he used to cry out as he got scalded. happy days!
