Any council can implement it but with no wage rises, over time or respect then no one becomes interested. Final kick between the legs is when they increase taxes and pension contributions with less benefit and then make you work an extra 5yrs, I personally don't blame them. Prisoners have more rights than a public employee, I'm beginning to notice.

 
Your required to have a license for all the areas you work so you could end up needing a few if you cover a 20 miles radius of Glasgow. South Lanarkshire, North Lanarkshire, Glasgow, East Dunbartonshire, West Dunbartonshire, East Renfrewshire. I've worked in all these areas and more but it's ridiculous if you have a couple of staff to fork out for each area. 6 × £150 × 3 = £2700.

East Dunbartonshire licence only covers two towns as the council's merged years ago they didn't do anything about removing the licence or implementing it throughout. They even told me they don't enforce it! So what's the point of having it. 

 
I’ve argued this before, absolute joke. The only way it’s fair is if they are only declining applications when people have violent or sexual offences where you pose a risk to the general public. Let’s be honest we are attending people’s homes so that would be understandable but if the launch this across the entire country a lot of lads who made mistakes a long time ago will end up on the dole!
They apply common sense. Not allow criminal history will deem you not fit to be a window cleaner. I doubt they check if you are on the dole.

Every time this convo comes up I make the same point. I may well have made it on this thread but to be honest it was so long ago I haven't got a clue...

In the US you need a licence to run any type of business, you will often hear yanks refer to licensed businesses. You need only to look at passports and driving licences to see how far government regulations can grow. The wife recently had to pay £85 to change her surname on a passport that had 8 years remaining, if that isn't a 

If they make window cleaners have a licence they will make every business (eventually). The cost of the licences will rise over time and turn into a money spinner just like passports and driving licences. Case in point;

I like the principal of licences, I don't like the reality. I hope they do take a common sense approach to it. I can tell you of a teacher who lost his job because he was cautioned at the age of 17 for a fight where he and the lad he was fighting with both had a bloody nose and nothing else. At the age of 45 the local authority fired him and the appeal process took 12 months. This is the reality of working in a regulated industry.

Outside of the money there is the government control. Should someone in an office somewhere be allowed to say that you're unfit to run a business? Should a clerical error put you out of work for a few weeks etc etc etc.

 
@Gary.1981 Insurance is a must. A claim gets made against him, he could be sued for all he has.

The licence is unfortunately a must legally. Its a money maker for the councils, and thats about the sum of it. I have never been asked to show a licence in 12 years. 

There is plenty my way with cash in hand employees with no licence. Its very poorly enforced.
